This from the well known series of photographs by Oscar Tellgmann showing the final "Kaiser-Manöver" of 1913. Helpfully, the image is captioned but not with the name of the General der Infanterie/Kavallerie (facing the camera with a map in his left hand). The caption itself is not without error...

They are both non commissioned officers with what seem to me, very well tailored overcoats. I would opine some form of aspirant officers given their youthful age. Why would they need photographer‘s props? Regards Glenn

Great photo! My old stomping ground - Paderborn. There is a rather nice little military museum at the former stables at one of the barracks the regiment occupied in the area at Schloß-Neuhaus. The old guard house is still in existence as is the officers' mess. Regards Glenn
