    My guess would be the 16DR which was in the X corps with 17HR (and 19 DR). The colors match. If you zoom in on the dragoon on the right you can almost see a 16 there.

    The s/l I believe indicates that it was a gift. Maybe something like to/from. You see that engraved on a lot of presentation/gift swords.
