You are absolutely right. Colours don’t match and the banner is fixed where normally the center star is located.

Regarding the position of the banner, I could imagine that these were sometimes positioned a bit acc. to personal taste. Officers seemed to have more freedom in this respect. I know of similar examples with the star on the eagle's chest. Sometimes these were attached a little lower, which was also against the regulations, so that the text of the patriotic flag could still be read.
