It looks perfectly legitimate to me. A bit more than I would pay for it but that's a personal decision.

No on the brass helmet....extra wappen holes covered up with large home made brass washers. Reich kokarde repainted. The spike and cruciform base are for a Bavarian helmet and do not match that Prussian wappen. From what I see we have a Bavarian helmet with a Prussian wappen stuck on it. 
Saved the day again Brian. I thought this was a bit suspect especially as you said the spike and cruciform base did not match the wappen as I would of expected but I am still learning this subject. Looks good, but 690 Euros seems a bit much....
