With that info I found this:
Unteroffizier

Unteroffizier) during the First World War
Military Service: During World War I, he served as an
Unteroffizier and took part in the conflict.
Industrialist & Civic Leader: He was the director of the chemical factory in Köln-Kalk (
Chemische Fabrik Kalk) and held the title of Commerce Councilor (
Kommerzienrat).
Genealogy & Preservation: Beyond his military and business career, he was a passionate historian. He co-edited the
Westdeutsche Ahnentafeln and notably served as chairman for the local chapter of the Rhenish Association for Monument Preservation (

The question is why would a NCO stationed in Darmstadt buy a uniform from a tailor in Coln?
I think I may have answered my own question. Herr Scheibler was from a very wealthy family that lived in Coln. He later became a noted diarist during WW1 while a lieutenant in the trenches.
