Unfinished Prussian wappen plate and Dutch wappen plate.

Here are some wappen plates I found on my trip to the nederlands.

First one seems to be a Prussian wappen plate that is unfinished.

second one seems to be a Dutch wachter plate 1844?

I would love to know more about the Dutch plate in particular, also what are your thoughts about the unfinished Prussian wappen plate?.
