The strap on the left are from before 1900, and the ones on the right are from after 1900. As far as I know. Interestingly, the white strap originally had the numbers 17.

I've heard that some Armeekorps changed their distinctive colors during certain periods, with one manifestation being alterations in the base tone of shoulder straps. May I ask if the shoulder straps in Figure 1 underwent such changes as well? I've found that Grenadier-Regiment Nr. 9 was subordinate to the II. Armeekorps during this period—can it be inferred that the shoulder strap color changed around 1900?
 
Yes, in this case, I think that's what happened. As far as I know, the color of the straps changed in 1900 and 1910. In this case, I believe that the red strap belongs to the 9th Gr R.
 
Nice straps, and the reuse of the straps with a different number shows how frugal the Prussians were.
Couldn't the red strap also be Pionier Btl 9?

That might also be possible, but I thought that the Bavarian uniforms are a lighter blue, and then the shoulder strap backing should also be a lighter blue.

Often (but not always) the Bavarian "1" doesn't have a "foot" at the bottom, whereas all Prussians do. I don't know of any other numbers that were different. The "12" shown looks like a private purchase to me, often this type of shoulder straps is lacking proper button holes, because the shoulder straps were never meant to be opened on walking-out dress :).
