Often (but not always) the Bavarian "1" doesn't have a "foot" at the bottom, whereas all Prussians do. I don't know of any other numbers that were different. The "12" shown looks like a private purchase to me, often this type of shoulder straps is lacking proper button holes, because the shoulder straps were never meant to be opened on walking-out dressDidn't the Bavarian straps have different style of numbers?
